much, much bad news
How does one go about rectifying the situation if one's electricity bill is much, much higher than it should be?

also: our former roommate is a fucking deadbeat. It's too complex to go into right now but...christ. I'm pissed. On the upside(?) I got a new phone.

also: my brother can't go to the Sonic Youth/Go! Team concert with me in August because he will be attending--wait for it--an anime convention. Nerd.

Shriekback's song "Nemesis" is amazing, amazing, amazing. I can't believe there's an 80s underground rock hit that has slipped past my radar, but lo and behold...

I'm not sure how the electric company works in your area, but if it's the same as here, the first step would be to call them and speak with a customer service representative. Tell them that you think there's an error on your bill and try to settle it with them. (They may credit your account or send you a new bill; I don't know.) If you're not getting anywhere with them, oh-so-casually mention that you'll just have to call the Public Utilities Commission for your area, and that will usually get the electric company to bend over backwards to help you. (Electric companies are penalized every time a customer contacts the PUC even if the customer's complaints are unfounded.)

If that doesn't work, you can actually call the PUC and have them set up an inquiry or something.
